Easy Way To Beat Axl
When your facing Axl, head for the parking garage and go pick up some of the guided missles on top. Drive back to the second level so he cant hit you with his air strike. Once there, just keep picking up and shooting at him with the guided missles until he dies. NOTE: he may shoot some of your missles right out of the sky as I have experience.
