I.
Story
(Exactly from the Instruction Manual)

THE OFFICIAL STORY OF THE CORPORATION'S RISE TO POWER

2010- We accepted that the only way the global economy could successfully 
sustain growth through a period of environmental deterioration was to give 
more power to big business.

2015- It was learned that there was no longer a need for elections and that 
for years the democratic process had given us only a weak government.

2019- The media was nationalized to ensure that productivity and happiness 
were promoted by appropriate reporting of events.

2023- Opposition to authority was liquidated permanently, and the 
corporation took complete control.  This period saw sustained growth of our 
economy.  The people were happy and they knew it.  Business flourished, and 
despite many environmental problems, our economy grew threefold.

2029- An attempt by work shy non-believers to rebel was crushed by the 
security forces.  The people rejoiced, for they knew they were being taken 
care of better than they could take care of themselves.

Now, In 2035- More weak and ignorant lowlifes are attempting to challenge 
the authority of the corporation.  A State of Emergency has been declared 
and they will learn the error of their ways.  They must not be allowed to 
stand in the way of progress.

Introduction
The corporation is clamping down on organized resistance and restricting 
movement across the city to counter the spread of revolt.  It is up to you 
to attack the corporation and it's minions, ultimately to destabilize and 
destroy them.

Beginning in the Capitol City Mall, you play one of the five civilians 
caught in the middle of the riot.  Approached by a freedom fighter from the 
underground resistance movement, freedom.  You decide to join this organized 
resistance and, using whatever weapons you can find, fight back against the 
corporation security forces.  Only by mastering both hand to hand combat and 
more lethal weaponary will you succeed in overthrowing the corporation, and 
restoring democracy.

Choose to play through 175 mission set across four areas of the city in 
Revolution Mode, or play Chaos Mode where the aim is to score and the best 
way to score is to smash, destroy and kill.  Success in these modes unlocks 
new levels, playable characters and game modes.

II.
Options
(Straight from the Instruction Booklet)
The options menu can be accessible through the main menu and by pressing the 
select button during gameplay.
Controller--
Select Layout- Choose from three different button configurations here.
Vibration- Option to have vibration on or off.
Flip Look- If you turn this on you will be able to view the area with your 
right analog stick.
Video--
Widescreen- Toggles the view of the game to make it look wider or normal.  I 
suggest leaving this option alone as the graphics look better this way.
Audio--
FX Volume- Change the volume of the game's sound effects.
Music Volume- Change the volume of the game's music.
Surround Sound- Obviously only if you have surround sound.
Gore--
Choose how graphically you want the game to be.  If you have a weak stomach 
I suggest turning Gore off.
Credits-- View the production credits for State of Emergency.  It's worth a 
look

Directional Buttons- Toggle Map
Left Analog- Walk/Run
Right Analog- Pan Camera (Movable camera)
Select- Options Menu
Start- Stats & Mission Info
L2- Sprint (Run quicker)
R2- Sprint (Run quicker)
L1- Strafe (While Firing) In other words "stop, drop, and roll."
R1- Strafe (While Firing)
Triangle- 360 degree attack (A power spinning attack that knocks down all 
nearby enemies)
Square- Kick/Shake Free
X- Punch/Throw/Shoot/Swipe
Circle- Pick up Item/Discard Item

IV.
Weapons

Handheld Weapons- Handheld weapons vary in effectiveness, from club type 
weapons such as batons and basball bats to more lethal bladed weapons such 
as meat cleavers and swords.

Pistol- Low on power, this semi-automatic pistol is useful against 
individuals, but less effective when faced with a group of armed corporation 
officers.

Uzi- A small, light submachine gun, with rapid firing, the uzi packs a punch 
at close range, but only delivers limited damage.

AK47 Kalashnikov- This Russian built assault rifle has a shorter range than 
the M16, but can be very powerful against groups of opponents.

Shotgun- With a large cone of fire, but a short range, the shotgun is best 
used against groups of charging opponents.

M16 Assault Rifle- The assault rifle of choice, the M16 can be used to pick 
off enemies at a distance or as a powerful machine gun for strafing 
maneuvers.

Mini-Gun- Normally seen mounted on the front of helicopter gunships, the 
impressive range and awesome firepower of this modified mini-gun will 
literally carve through groups of adversaries.
Grenade Launcher- Whilst requiring practice to master the lobbing action, 
the grenade launcher can quickly lay down volleys of grenades, bringing 
explosive destruction to everything in its path.

Rocket Launcher- The ultimate explosive weapon, the awe-inspiring 
destructive power of this anti-tank missile launcher will reduce buildings 
to rubble and cars to burning hulks.  Be careful with aiming, however, as 
the rockets are designed to explode on contact.

Tear Gas Launcher- Similar in technique to firing the grenade launcher, this 
gun lobs tear gas grenades, which will soon fill the streets with 
debilitating smoke.  Be aware, though, that tear gas will also affect your 
character, and many of the corporation troops wear gas masks.

Flame Thrower- The ultimate close combat weapon, the flame-thrower emits a 
huge spout of liquid fire, covering anyone or anything that gets caught in 
its deadly discharge.

Grenades- Careful aiming and good timing are required to maximize the 
effectiveness of these single use grenades.

Molotov Cocktails- Whilst less powerful than grenades, molotov cocktails 
require less accuracy and can be used to cover a group of opponents in 
blazing petrol.

Tazer- Like a catle prof with extra oomph, the high voltage touch of the 
tazer will leave adversaries on the ground, writhing in agony.

Pepper Spray- Originally developed for self-defense purposes, the toxicity 
of the noxious gas in this aerosol has been increased to lethal proportions.

Street Furniture- As well as the varied arsenal of weaponary at your 
disposal, many items of the street furniture in State of Emergency can also 
be used with deadly force.  Trashcans, debris, signs, park benches, even 
traffic cones- if it isn't nailed down, it can probably be thrown or used to 
bludgeon.

V.
Characters
Roy Macneil A.K.A. "Mack"
A disgruntled ex-cop who refused to carry out the corporation's brutal 
enforcement methods.

Anna Price A.K.A. "Libra"
A lawyer who hates the corporation for their efforts to get her to sell out 
her liberty clients.

Hector Soldado A.K.A. "Spanky"
A charismatic ex-gang member who has tired of the corporation's treatment of 
innocents.

Ricky Trang A.K.A. "Freak"
Orphaned in high school when his parents were arrested as political 
dissidents by corporation security.

Eddy Raymonds A.K.A. "Bull"
Ex-sports star who refused to participate in corporation-sponsered match 
fixing.

The Corporation
The one's behind it all who declared a State of Emergency with there strict 
rules to have everyone obey them.  It's up to you to stop them

The Mall Rats
This is the first Gang you incounter.  They inhabit the Malls so be careful 
when near them.

3rd Street Killaz
These Gang members will be found in East Side and it isn't pretty when you 
are near them as they will attack you as if you were a sheet of paper.

Muerte 13
One of the worst gangs you can run into are these bad men.  Watch out with 
these guys.

Jade Hill Gang
These Gangsters can be found in Chinatown.  They'll attack if you traspass 
there turf which you'll have to.

Skinheads
Be careful not to hit these guys or it's bye bye for you.

Civilians
Ahhhh yes the civilians.  What would a riot be without the civilians.  What 
can I say.  They run around stealing, killing, fighting, and much more, but 
they aren't that big of a problem to you.

VI.
Capitol City Locations
Capitol City Mall-  It's obviously a mall.  The place where it all starts.

East Side- The streets of this nameless city.  Watch out it's pretty big and 
you don't know who or what your going to run into.

Chinatown- Ahh yes home of the Jad Hill Gang.  Watch out around here because 
they don't play games.

Corporation Central-  The name says it all.  It's the big company of the 
corporation.  Extremely large so be very cautious in this location.

VII.
Chaos Mode
The name says it all.  It's pure chaos.  It's an arcade mode with no rules 
nor regulations.  Your objective score points!!!
You earn points in the following ways:
a) By killing gang members and corporation members.
b) Completing objectives.
c) Destroying automobiles, buildings, windows, and just about anything else 
that's breakable.
You can also lose points by killing civilians when civilian penalty time is 
on.

When you begin Chaos mode you are timed.  You must score a certain amount of 
points to get time extended plus objective complete.  In other words go 
CRAZY!!!

You can also find items to help you win and prevent you from winning  in 
Chaos mode.
Time pickups- These tokens are scattered around and can be picked up from 
dead enemies.  Grab them and earn time.

Health pickups- These are green and white tokens that fall onto the ground 
when killing an enemie.

Objectives- Sometimes in the bottom of your screen you'll get a small 
objective to complete such as destroy the windows and simple stuff like 
that.  Complete them for time and points.

Threats-  This also appears on your screen and it means someone is hunting 
you down to try to kill you.  Find them and kill them before they kill you.

Civilian Penalties-  When this word appears on your screen DON'T KILL 
CIVILIANS!!!

Score multipliers- At certain times you'll get something under your score 
that will say an item times a number.  Destroy that item or person while it 
says it and your points will multiply by the number.

Stages- To move up a stage get the objective amount of scores.  Remember you 
will always extend a little bit less of time when completing objectives plus 
your mission points objective will rise greatly.

Note:  You can unlock new levels, characters, and modes by getting a certain 
amount of points.

This is mostly all there is to know about Chaos Mode.

VIII.
Revolution Mode
This mode is quite different.  It's mission based and the storyline is 
followed in this mode.  You'll start off with two characters but you'll earn 
them as you go along.  There are 175 missions to complete in all and the 
majority of them aren't that hard from what I've seen so far.  Always 
remember to use the arrow as it tells you where your mission giver is 
located.  Don't worry if you fail a mission though.  You can do it as many 
times as you want.  Just go back to who gave it to you.  Also if you want to 
save you must press select and choose quit game.  The game will 
automatically save from there.  Remember that items are scattered randomly 
around so I will just tell you your main objective and a brief tip on hwo to 
beat it.

Choose your character and choose Capitol City Mall.

Capitol City Mall
When you begin walk up to your guy by the phones to the left.

Mission 1 ELIMINATE THE GANG MEMBERS.
Kill both of the Mall Rats.  Follow the arrow and walk up to both fo them 
using your quick and punch combinations.  Pretty simple.  Now you should get 
the messgae saying meet your contact in front of Maxis Bar.  Lets follow the 
arrow and head there now.  Ok this is the man you'll be getting most of your 
missions from in the Mall.

Mission 2  RETRIEVE DETONATORS FROM BIG DOLLAR.
Alright get to big dollar and smash all the windows until you din the box of 
detonators.  Be careful with those Mall rats though.  On your way to big 
dollar make sure to grab one of the Mall Rats weapons so you can shatter the 
windows.  Before you pick up the box make sure you get rid of all the Mall 
Rats in the area.  When you pick up the box you must take them to the guy at 
the autoshop.  When you pick up the box make sure not to throw it or put it 
down.  Now follow the arrow.  If you get a message saying eliminate the Mall 
Rats you screwed up so begin your mission again by simply destroying the 
box.  If you did everything correctly the guy should come out and the brief 
message should say Return to base. Now go back to your main man.

Mission 3 RENDEZVOUS WITH SABOTEUR
OK you have to find Saboteur and escrot him to the security control room.  
You must make sure ge gets inside and you will stay outside protecting him.  
Ok when you find him it will say defend security station while Saboteur 
plants explosives.  Do so.  You must take the three Corporation officers 
that are in a line before Saboteur will go in.  When he goes inside guard 
the door drom the guards.  When he is finished it will say escort Sabotuer 
to safety.  Run away from the door as the building will explode.  Escort him 
good as guards will attack him.  Follow the arrow and mission complete.  Now 
return to your main man.

Mission 4 RETRIEVE SECURITY PLANS
Ok you have to hurry here.   Follow the arrow as quickly as possible to the 
man with the plans and kill him.  Don't bother killing the corporate cops 
behind him.  When you kill him you must return the plans ot your main man.  
Don't fight all the Corporate cops behind you. just follow the arrow. Ok 
your done

Mission 5 DELIVER PLANS TO BOOKSTORE
When you begin grab the uzi at your feet. Ok now follow the arrow to the 
bookstore. Make sure to kill all of the cops in your way dropping the uzi 
everytime.  In other words don't waste your time killing the cops with the 
uzi as you will need it at the end.  Ok when you deliver the plans your next 
objective is to protect the bookstore.  Any cops that come near you or the 
bokostore you must eliminate.  Use your uzi for this.  If you run out of uzi 
clips then uickly pick up the pistol that is in front of the door of the 
bookstore.  When you kill all the cops nearby the hacker will come back out. 
  Now go return to your main man by following the arrow.

Mission 6 RETRIEVE SECURITY PASS
Get to the back entrance and quickly attack the man with the Security Pass.  
Follow him by any means.  Don't let him escape into any buildings or exits.  
When you kill him return the pass to Maxis.  Forget about all the cops on 
you.  Just take it back to your main man.

Mission 7 RENDEZVOUS WITH HACKER AT CANDY GIRL
Ok go to Candy Girl by following the arrow and meet up with the hacker.    
Don't forget to pick up the uzi as soon as your mission begins.  Everytime 
you run into a cop kill him with your fists and don't use your uzi until the 
end.  Ok get the hostage down to his destination by following the arrow.  
When he goes in the building you must protect it.  Two groups will come out 
at different times.  From the Left and Right.  When you kill the first group 
at the left turn to the right and take those men out.  Now you got to escort 
the hacker to safety.  Take him back to Candy Girl.  Watch out for the load 
of Corporate cops coming to attack him.  Good work now return to your main 
man.

Mission 8 WAIT FOR THE MOKE TO HAND OVER THE LIST AND THEN SILENCE HIM
Grab the shotgun.  Ok follow the arrow to the close by area.  Don't move in 
to close.  Watch them from a far and dont shoot just yet.  When you see the 
guy with the arrow above him run up to them move in.  It should say Silence 
the mole stop the executive.  Begin killing the corporate officers but make 
sure you kill him and then follow the arrow to the executive quickly.  Good 
work now biring the list back to your main man.

Mission 9 RETRIEVE MEDICAL ID CARD.
Ok follow the arrow quickly and waste the doctor in the green coat without 
letting him escape.  Now return the card to your main man.

Mission 10 KILL THE CORPORATION DOCTORS
Grab the uzi when you begin.  Ok now follow the arrow to joypad and when you 
arrive don't get to close let the corporate guards get up to you.  Waste 
them all and then kill the three doctors.  When all three doctors are killed 
grab the medical crate and take it back to your main man without dropping or 
putting down the box.

Mission 11 RENDEZVOUS WITH TECHNICIAN
Pick up the uzi when you begin.  Now follow the arrow to the technician.  
This is where it gets a bit hard.  When you walk up to him continue to run 
up and turn right.  You should see a guy with a bomb shape above his head.  
Shoot him until he explodes.  Now quickly run back to the technician guy and 
kill the other Bomber man coming towards the technician.  When he blows up 
run back to where the first bomber man came out.  Shoot him and run back to 
the technician.  Now you have to protect him by taking him to Candy Girl.  
Be warned there will be mad bombers running towards you as you get closer to 
Candy Girls.  There will be one mad bomber as you approach Candy Girl.  Good 
work.  Now head back to your main man.  There will also be mad bombers 
attacking you before you get back to your main man.

Mission 12 RETRIEVE BARREL FROM SCOOTERS-DELIVER BARREL TO AUTOSHACK.
Make sure to grab your shotgun.  Ok get to scooter's bar and shatter the 
last window and you will find a grey barrel.  Before you shatter the windows 
make sure to get rid of both groups of Mall Rats with your Shotgun.  One 
group will come out after all of the first group are dead.  Ok now grab the 
barrel and take it back to the autoshack avoiding your enemies.  Ok now head 
back to your main man.

Mission 13 PICK UP BOMB FROM AUTOSHACK
Remember the barrel you delivered in your last mission.  Yup it's a bomb.  
Go pick it up at the autoshack.  When you pick it up deliever it to 
Magruders.  Drop it in front of Magruders and then meet the guy a little bit 
down from Magruders.  His detonator isn't working so now your going to have 
to protect him.  Quickly grab the uzi and eliminate any corporate officers 
that come nearby you.  When he fixes the detonator he should say let's go.  
Then just go back to your main man while he goes back to the autoshack.

Mission 14 RETRIEVE MEDICAL SUPPLIES
Follow the arrow and when you arrive at Westco drugs kill all of the 
corporate officers and doctors and then shatter the windows until you find a 
medical crate.  Now take it back to your main man.  You will be attacked by 
armed corporate officers but just ignore them.

Mission 15 RESCUE FREEDOM OPERATIVE
Grab the uzi.  Now walk up to the corporate officers and shoot them all.  
The guy will then say to take him to candy girl.  Eliminate the other 
corporate officers that are shooting.  Now quickly escort the guy to Candy 
Girl.  When you do that head back to your main man for your next mission.

Mission 16 RENDEZVOUS WITH MAD WILLY
Ok follow the arrow upstairs and talk to Willy at the gun shop.  Ok now you 
will have to retrieve a sword from the Mall Rats.  Follow the arrow and kill 
all the Mall Rats.  When they are all dead follow the arrow and pick up the 
sword on the floor by where all the Mall Rats were.  Now take the sword abck 
to Mad Willy.  Now head back to your main man.

Mission 17 PROTECT THE GUN STORE
Ok now go to where you were just talking to Mad Willy and pick up the AK47.  
When you pick up the AK47 be prepared as Corporate Officers will attack from 
both sides.  When you have killed them all return to your main man.

Mission 18 ESCORT FREEDOM OPERATIVE TO MOVIE THEATER
One of my favorite missions.  Follow the arrow up to the movie theater.  
When you go up the escalator.  Look to your left and grab the shotgun.  Take 
out the corporate officers and one of your guys will go into the movie 
theater.  Ok now move to the escalator going down and face the movie 
theater.  Tear gas has been placed by your man.  You must kill any of the 
Corporate officers who try to escape from the movie theater. Don't get to 
close to the tear gas though as you will be affected.  When you kill them 
all.  It will say to protect yourself from more on coming Corporate 
officers.  Kill them and lead your two agents to the Candy Girl Safehouse.  
When you get there one will go inside.  Escort the other agent to Blossoms.  
Now head back to your main man.

Mission 19 DEFEND CANDY GIRL
A hell of a hard mission.  Go to candy store and talk to the agent.  Then 
don't pick up the uzi.  You should hear entering the building now.  When you 
do get ready to fist fight.  Beat teh first group and the second time you 
hear entering the building now get prepared for armed Corporate officers.  
User your 360 spin move a lot to knock them down.  When you hear entering 
the building now for the third time get ready to pick up the uzi.  There 
will be mad bombers running towards the store.  Shoot them.  When they are 
all dead you should get a message that says good work return to base.  When 
it says this reutrn back to your main man looking out for all the corporate 
officers and mad bombers after you.

Mission 20 STOP THE CORPORATION CLEAN-UP SQUAD
Just follow the arrow and prepare for some brutal fighting.  When they are 
all dead return to your main man.

Mission 21 RETRIEVE CORPORATION ITINERARY
Follow the arrow and kill then man with the itinerary.  When you have the 
itinerary take it abck to your main man.  Watch out for the corporate 
officers infesting the mall with armed weapons.

Mission 22 SILENCE CORPORATION EXECUTIVE
Get to the car park.  Don't mind everyone shooting.  Run to your right 
inside the garage following the arrow.  Kill the guy with the arrow above 
his head and then get back to your main man.  Mission accomplished.

OK WHEN YOU GET TO YOUR MAIN MAN HE WILL LEAVE.  FOLLOW THE YELLOW ARROW TO 
YOUR NEW BOSS!!!!!!!!!!!!!!!

Mission 23 RENDEZVOUS WITH HACKER BY PAYPHONES- PROTECT HACKER
Ok follow the arrow to the hacker by the payphones.  When you arrive there 
we will begin working.  Start protecting him as corporate officers will come 
charging.  Now escort him to Candy girl and wathc out for the armed 
corporate officers who will shoot the hacker.  Now return to your main man.

Mission 24 RETIRE CORPORATION INFORMANTS
Ok nothing to hard here.  Follow the arroe and kill the Informant.  Reat 
process.  Keep doing the same thing until you get told that there are more.  
Continue to do the same thing over and over.  You will then get a brief 
message saying return to your base.  Do do.

Mission 25 RENDEZVOUS WITH FREEDOM AGENT BEHIND PRO-TECH
Ok follow the arrow and meet your agent in back of the gun shop.  Grab a 
Molotov and go in front of the gun shop and throw it.  Go back and get 
another Molotov but this time drop it when you see corporate officers and 
kill them with your fists.  Resume by picking up the molotov and throwing it 
in the gun shop.  Mission passed.  Go back to your main man.

Misiion 26 TAKE OVER THE CORPORATION STOREROOM
Ok this is a bit difficult.  Follow the arrow and you should arrive behind 
the gun shop again where you got the Molotovs.  See the hole in the wall.  
Go there and grab the uzi to take out all of the corporate officers.  you 
will then have to hold the STOREROOM until some of your agents show up.  The 
uzi will reappear in the middle where you got it the first time.  Always 
pick it up as it has 90 uzi clips and take out all of the corporate 
officers.  Be warned though that the corporate officers have shotguns and 
you know how powerful those are.  When your agents show up just quickly 
return to your main man avoiding all types of fights.

Mission 27 ESCORT JEWELER TO HIS SHOP-DESTROY ANY MALL RATS IN THE AREA
Grab the uzi and follow your arrow.  When you pick up the jeweler head up 
the escalators by where the arrow points up.  When you arrive drop your uzi 
and begin killing the Mall Rats quickly before they attack the jeweler.  
When you kill them all the jeweler will run into the store and he'll say 
protect his store.  Pick up your uzi where ever you dropped it and go in 
front of the jewelers store.  When you see the Mall Rats marching towards 
the store open fire on them until they are all dead.  When you kill them all 
the jeweler will say thank you long live freedom.  Return to your base.

Mission 28 STEAL CORPORATION CASH DELIVERY
Ok when you start quickly follow the arrow to the group of corporate 
officers running while protecting the man with the arrow above him.  Ambush 
them by hitting a corporate officer quickly and making sure you grab his 
shotgun.  When you pick up the shotgun open fire on all of the corporate but 
making sure you hit the man with the suit on.  The arrow will always be 
pointing to the man with the suit on.  When you kill him pick up the cash 
delivery and take it to the jeweler at the jewelry shop.

Mission 29 DESTROY FAT MOMMA'S
When you start the mission pick up a grenade and follow the arrow.  When the 
arrow points to the ground look at Fat Mommas and throw the grenade at it's 
doors.  Now head back to your main man.

Mission 30 PROTECT AGENTS IN BANK DURING ROBBERY- ESCORTAGENTS TO JEWELRY 
STORE
When you start this mission pick up the uzi and continue by following the 
arrow.  Pick up your three agents and escort them to the bank.  Follow the 
arrow to the bank and your men have guns so let them kill the corporate 
officers.  If they need help than assist them in killing them but don't use 
your uzi.  When they are all dead your agents will go inside the bank.  They 
will then say we've been spotted!  Stay in front of the door and protect 
them from any incoming corporate officers.  When your agents are done escort 
them back to the jewelry store.  Ok when they are at the jewelry store they 
will say that you were good.  Go back to your main man.


OK WHEN YOU GET TO YOUR MAIN MAN HE WILL LEAVE.  FOLLOW THE RED ARROW!!!!!!!

What's this!? Wasn't this your first boss.  Yes it was.  Let's talk to him 
again

Mission 31 LEAD THE FREEDOM AGENT TO THE MALL RAT BASE
Ok when you start follow the arrow to your agent.  Now escort your agent by 
following the arrow.  You will see Mall Rats with bats.  Kill them quickly.  
Your agent will go in and tear gas the place so get away from the doors.  
You will see several guys in suits as well as girls come out of the place.  
Kill all the guys in suit without any of them escaping.  When you are done 
return to your main man.

Mission 32 MEET WITH MALL RAT LEADER
This is it.  You meet the Mall Rats leader or so you think.  When you begin 
follow the arrow to the car park.  Go in and continue to follow the arrow.  
You will see three Mall Rats in a group with bats.  Kill all of the Mall 
Rats that come.  When you kill them all return to your base.

Mission 33 WIPE OUT THE MALL RATS
Follow the arrow to Scooters Bar and take out all of the Mall Rats.  When 
you kill all of the Mall Rats the Mall Rats Leader will talk.  Get ready to 
fight him.  Knock him down as soon as possible because he has a Mini Gun.  
Use the mini gun on him for a quick victory.  When he is dead return to your 
base.
