To unlock every item in the garage you need to beat all the 16 missions, get first in all 3 race timings in training. Beat the top score in each of the 3 battling missions in training. To beat the sheel creature on mission 16 you beat the second form by charging the cannon and blocking when the hand about to fire. Then for the third form you charge up and fire, but you also punch the speres coming at you from the hand as well as kick them.
