Most characters get there third weapons during the 6th level of the story mode. If you don't get them then you most likely will get it on the 7th level.

Unlock 3rd costume Raise character proficiency to 10
Stage 01 Get 50 proficiency with Cao Cao, Liu Bei and Sun Quan.
Stage 02 Get 50 proficiency with Nobunaga Oda, Hideyoshi Toyotomi and Ieyasu Tokugawa.
Stage 03 Complete a total of 45 stages in Story or Dream Mode.
Stage 07 Unlock the three characters involved.
Stage 08 Collect all Treasures.
Stage 09 Clear stage 7 of Wei's Story.
Stage 10 Initially selectable.

To get fourth weapon, you need to do a four star level on hard mode. Beat the level and get the cool weapon.
