the open iv'e never found this pokemon on my Ruby but my Brother has on his 
Sapphire 
well the pokemon on Ruby is Latios Sapphire's is Latias if you have ever played 
pokemon Gold or Silver it run's just like Entei and the other Two just save your 
Master Ball.

Rayqausa:
After you Beat the Pokemon League Rayquasa appear's in the sky pillar you need 
the 
Mach Bike to get to it. once you do get to it just weaken and Catch.
